In the 1990s, Canada became very concerned at the shrinking fish stocks on the Grand Banks. When Spanish fishermen would not observe conservation measures, Canada arrested a trawler in international waters. Spain reacted angrily and further conflict threatened. But shifts within the Canadian government and the European Union allowed diplomacy to prevail. A peaceful solution was agreed in the nick of time and the Turbot War did not take place. Nicholas Bayne's was British High Commissioner to Canada during this period and his talk gives the inside story of what happened.
