As European school systems respond to calls for education for democratic citizenship (EDC) and national values, Professor Audrey Osler poses the question: are efforts to introduce and strengthen human rights education (HRE) an attempt to promote cosmopolitan values, solidarity and social justice (Osler and Starkey, 2010)? Or is a renewed focus on HRE and EDC a fresh reiteration of the civilizing mission of schools?
